Klark, no offense m8, but with a 1 bil budget no one's gonna offer you something like that. In fact, you'd be better off just training it your self. As stealth bombers and come later on on the training list...prior to that the char is already wort...

Got a char. 5 mil sp. Pretty much all u mentioned @ lvl 5 except learning and gunnery, but can use T2 small blasters. Can fly assault frigs. Caldari char.
